The local council consists of the members elected by the citizens, and assumes rights of citizens representative
agency reviewing and deciding the important proceedings of the self-government body.
Under a parliamentary system where citizens can not directly take part in the administration but indirectly participate
by electing representatives, a institution in charge of representing the citizens is inevitable, and the local council is
the institution to perform the function.

The council has the function of making a final decision on the bills from the self-government body on important agendas. That is to say that the council reviews makes a final decision on the overall policy such as the agendas on citizens' burdens given by self-government body, enactment of ordinances, operation of the parties, etc. Decisions made by local council is executed by the executive offices, and the council differentiates its functions from consulting institutions who only submit opinions in that it reserves a right to make a final conclusion on the proposal of the self-government body.

Local council exercising legislative power is regarded as performing its most basic function.
The head of the self-government body also reserves the right to enact a regulation, which however is enacted
by the authorization of ordinances enacted by the local council.

Local council has the status of audit institution who observes whether or not the executive offices practice a
legitimate and reasonable administration. While it is controversial that it is or is not a fundamental but collateral
function needed to perform the legislative functions for the local council to observe as an audit institution,
the majority is for the collateral one.
